It depends on the university. Check with the schools you are applying to first. Sometimes a school will admit you to the team even if you have a lower handicap. For example, if a scout sees your swing and thinks it has potential he might put you on the team, even if your handicap is low. My advice is to do your best and to check out school admission standards. If you know someone who got admitted to a university golf team, ask them about it and what their handicap was when they got admitted.

LikeDislikeI went to a tiny school in Wisconsin and only 6 people tried out for Freshman Golf. Did not matter what you shot. Everyone made the team.
My friends went to big schools and no one shot above par. You could shoot a 75 and get cut from the team..

D1= you need to be at or under par consistently…. most big d1 schools shot team scores of -8 for a day so under par is key

LikeDislikeWell if you want to play university college golf, first you should get better, and then join your high school golf team if you have one, then also join competitve tournaments. You first need to work on breaking 80 in an average 18 hole round. Well if you want to play college golf, if you have the money and will, you can try to go to the IJGA, the International Junior Golf Academy in Hilton Head, SC, where Tiger’s coach, Hank Haney is the head instructor. The IJGA is a full academy along with academics in Heritage Academy, and you live in a house dorm with room mates that are also students, and house parents. Most students that attend the IJGA, are all aspiring golfers who want to play college golf, and hopefully make pro, where going to the IJGA, they get golf scholarships. There’s a show in the Golf Channel which shows life in the IJGA starring Hank Haney, it shows the students life there, and their stories, and they eventually get golf schorlarships. Students attending there are usally competitive golfers, but some want to get better, and they shoot in the 90s, some players there. The show is School of Golf: Hilton Head Island, and it’s on in the Golf Channel every Tuesday in 11 PM ET/8 PT, and every Wednesday in 10 PM ET/7 PT. I recommend you to watch this show if you want to go there, and consider going there. You need to be able to shoot 75 or better consistently. Consistently means you have the ability to shoot 66 but probably never worse than 78. To be safe, be able to shoot par or better to get looked at.
